Purpose of Job

Global Operational Risk (GOR), a department within Global Risk Management, is an independent Second Line of Defense function responsible for developing and maintaining the effective Operational and IT Risk management programs, including policies, frameworks, and supporting methodology/standards for the operational risk management tools under the program in accordance with senior/executive management,Board, customer, and regulatory expectations and industry best practices. This is accomplished utilizing operational risk tools such as Risk and Control Self Assessments, Scenario Analysis, Business Environment and Internal Control Factors (BEICF), Key Risk Indicators (KRIs), New Initiative Risk Assessments and Loss Data Collection.

  • Participating in a 2nd Line of Defence capacity to increase awareness and embed operational risk into the culture, provide advice/guidance to the 1st Line on operational risk matters, and execute objective assessment/challenge of the 1st Lines identification, assessment, measurement, and reporting of operational risks and their effectiveness of implementing the program, including managements risk response decisions and mitigation activities; and,
  • Supporting the establishment of thresholds and risk appetite measures, as well as regular monitoring and reporting of operational risk exposures against these measures, at various levels of the organization (senior/executive management, risk committees, and the Board), as appropriate.
  • Coordinating/overseeing/ the implementation of the policies, framework and tools, within 1st LOD

Key Accountabilities

Conduct independent analysis and challenge the outcome of the Operational Risk Management tools- Risk and Control Self Assessments (RCSAs), Scenario Analysis, Key Risk Indicators (KRIs), Business Environments (BEs), Internal Control Factors, Loss Data, and New Initiative Risk Assessment (NIRA's) if applicable.

Prepare the Bank's operational risk exposures, profile and operational risk reporting on a quarterly basis.

Work closely with the business line Operational Risk teams (referred to as the 1B teams) by:

  • Supporting the management and delivery of the Risk and Control assessment program conducted in significant units annually. This includes participating in due diligence sessions and other independent research necessary in order to assess and play a challenge role as the second line of defence regarding key risks raised by the business units;
  • Participating and or supporting the development and scheduling of RCSA surveys, Scenario Analysis and Facilitated Working sessions;
  • Supporting the 1B functions in the development of their operational risk management programs as well as to responding to regulatory and audit requests for operational risk-related information;
  • Supporting the 1B functions and business units in the development of their Key Risk Indicator programs and Business Environment surveys (both sub-division and significant unit) including quarterly reporting requirements;
  • Monitoring and supporting the 1B function and business lines with their New Products Pipeline reporting and monitoring including evaluation of their New Initiative Risk Assessments (NIRA).
  • Reviewing and Preparing presentation decks, training material and Operational Risk reports as required;
  • Playing an active role in the departments quality assurance program;

Manage and co-ordinate various regulatory requirements as requested by OSFI/FCAC/Internal Partners and provide support to the department and other Bank units as required.

Maintaining a high level of internal client service and support

Communication/escalation/reporting on material operational risks, including against established thresholds and operational risk appetite, where appropriate

Functional Competencies

  • Excellent communication skills (both written and verbal) and relationship building skills with an ability to bridge communications between GOR, business and control function stakeholders/partners/executive level.
  • Strong problem solving skills, with a focus on managing a team environment with attention to results, details and a demonstrated sense of urgency. Proven ability to develop analysis and insights.
  • Must be able to work independently and in a team environment demonstrating a collaborative mindset.
  • Self motivated, confident, professional.
  • Ability to comprehend technical, financial and operational risk issues and use them to inform the creation of effective action plans
  • Demonstrated ability to drive rapid and significant change and work well under tight deadlines and under pressure.
  • Excellent planning, organizational and time managment skills
  • Excellent presentation skills with ability to prepare and give presentations as required.
  • Strong negotiating and meeting facilitation skills.
  • Knowledge and experience of business processes and risk management considered an asset
  • Strong customer focus orientation to support both internal and external customers.

Educational Requirements

  • University Degree
  • Minimum 5+ years of financial services experience preferably in business line, risk management or regulatory support.
  • Understanding of applicable industry guidelines ie. E-21 Operational risk guideline from OSFI with a view to helping the Bank mitigate risk
  • Strong understanding of Global Banking Markets business units, products, services, operations, systems and practices.
